California Human Trafficking Signs

California law requires all hotels, motels, and bed and breakfast inns to post the California Human Trafficking Model Notice conspicuously near the public entrance or another location clearly visible to guests and employees. This important signage aids in raising awareness, informing victims of their rights, and providing vital hotline contact information.

While there is no statutorily mandated poster size, state guidance recommends a minimum of 8.5” x 11” or larger to ensure high visibility. Notices must be posted in English and Spanish. Additionally, in counties covered by the federal Voting Rights Act language assistance provisions—including Alameda, Los Angeles, Orange, Sacramento, San Diego, San Francisco, San Mateo, and Santa Clara—a third language must also be included, specifically the most widely spoken language other than English and Spanish in that county.

Signage Content and Placement

The content of the notice is defined by the California Department of Justice and must include the National Human Trafficking Hotline and information regarding victims’ rights. Signs should be placed in conspicuous locations accessible to both employees and guests, such as entrances and public areas.

Training and Compliance

While the requirement for lodging employee training is recommended and varies locally, there is no universal statewide training mandate. However, many California hotels provide human trafficking awareness training to staff, especially those likely to interact with victims, such as housekeeping and front desk personnel. This training improves identification, response, and reporting of trafficking incidents.

Penalties

Failure to post the required signage could result in fines starting at $500 for a first offense and increasing for subsequent violations. Recent legislation (AB 379, 2025) has raised these penalties to $1,000 for a first offense and $2,000 for subsequent violations. More serious violations related to negligence or knowingly allowing trafficking can result in fines ranging from $1,000 to $10,000.
