Effective January 1, 2025, Florida law requires all DBPR-licensed public lodging establishments—including hotels, motels, inns, and vacation rentals—to post designated human trafficking public awareness signage, provide employee training, and implement basic reporting procedures under Section 509.096, Florida Statutes. The law also imposes stricter fines for noncompliance.

Signs must be at least 11 inches by 15 inches, with print no smaller than 32-point font for the hotline number and key information.
Signs must be displayed in English, Spanish, and any other language deemed appropriate by the Department of Business and Professional Regulation.
The signage must include the exact statutorily mandated wording which features the Florida Human Trafficking Hotline (1-855-FLA-SAFE) and a statement on protections for victims of slavery and human trafficking under U.S. and Florida law.
Signs must be placed in conspicuous locations accessible to employees, typically in back-of-house areas such as staff break rooms or alongside other labor and employment notices. Some local ordinances may require additional postings in guest-facing areas.
Training and Reporting
Employees performing housekeeping or front desk/reception duties must complete DBPR-approved human trafficking awareness training within 60 days of hire and annually thereafter.
Signed and dated acknowledgements of training completion must be maintained on file for inspection.
Establishments must implement procedures for reporting suspected human trafficking to authorities or the Florida Human Trafficking Hotline.
Penalties and Enforcement
First violation receives a 45-day correction period after notification by the Division of Hotels & Restaurants.
Failure to correct signage or training issues results in administrative fines of $2,000 per day for ongoing noncompliance.
Repeat violations face immediate fines with no correction period.
Penalties have increased for repeat and uncorrected offenses.
